If registered, the number of Seoul tenants who visited the court was the largest ever because they could not get their lease and monthly rent deposits back ahead of moving. As the slump in the real estate market deepens, there are concerns that the lease price is close to or exceeding the sale price, and the risk of jeonse fraud is increasing.

 

According to the Supreme Court's Registration Information Plaza, the number of applications for lease registration orders in Seoul from January to November this year was 3,719, up 25.9% from 2,954 during the same period last year. Even though the number of applications in December was not counted, the number of applications in 2012 has already exceeded 3,592 in 2012, the previous year's highest. The number of applications, which was 202 in January this year, has been on the rise recently, with 580 in November.

The lease registration order is an order issued by the court at the request of the tenant if the tenant does not receive the deposit back at the time the lease contract expires. If the tenant is registered under a lease registration order, the deposit can be returned first even if the tenant moves out without receiving the deposit from the house.

By region, the number of applications for lease registration orders has increased significantly in the Seoul metropolitan area, where there are many villas. From January to November this year, 9,602 cases, or about 70% of the 13,803 applications for lease registration orders nationwide, were received in the Seoul metropolitan area (Seoul, Gyeonggi, and Incheon).

This means that more and more tenants are not getting their deposits returned to the landlord on time. In fact, the number of lease guarantee accidents compiled by the Korea Real Estate Agency was 852 last month, increasing continuously since August (511 cases), when statistics were first released.
